Texas Medical Center functions as a coordinating body for member institutions, much like a municipal government. This includes managing infrastructure planning and maintenance, inter-institutional collaboration, architectural standards, and governance. The Board of Directors has overall responsibility for the governance of Texas Medical Center and considers the interests of all members, both large and small.

As part of this responsibility, the Board enforces the Texas Medical Center Covenants and Restrictions, part of the founding principles of the medical center. In addition, Texas Medical Center initiates and coordinates policies and standards across multiple institutions to promote a safe, effective, and efficient Texas Medical Center campus.
